1960~1970년대 한국 정부의 가족계획 사업에 대한 가톨릭의 대응

This research is about the Catholic's reaction to the government's birth control policy in the 1960~1970s. After President Park seized a political power in 1961, the government enforced the birth control plan aggressively and widely under the name of a birth control policy. From 1966 the government decided on a goal rate, and worked on that furiously. This unreasonable goal rate brought the women medical disorder and disadvantage. The education about the theme was insufficient, and the disorder due to the use of various method of contraception and the care and management was also insufficient. They even enlarged the legal range of procure abortion by law. Consequently, the project tear down the novel price of human dignity. CBCK(Catholic Bishops' Conference of Korea) already declared the message for object to an artificial birth control. The paper agreed to the basic plan of the government's goal, the solution of the population problem, however it stated that the real deal was the opposite way, and pointed out many solutions. The explanation by the CBCK was greatly introduced inside the Catholic Church, and even on magazines. The Catholics thought of procure abortion and artificial birth control as a confrontation against the novelty of human. the government's birth control policy was a great crisis not only because of the decrease of faithful believers but also the role it played by distracting the people's thought's about values. The Catholic Church had to solve two kinds of problems. First they had to strongly oppose to the government's birth control policy, and they also had to point our a new and realistic plan inside the range of human dignity . The plan was the natural family planning(ovulation method), and the Happy family Movement brought out by the plan was the Happy family Movement. In the year 2000, a report about the population was wrote on the 25th anniversary of the Happy family Movement, and according to it, the rate of practising ovulation method are increasing, and the education related to this problem is increasing also. Due to the disorder of the artificial birth control and steady of education, the interest and realistic actions are increasing The birth rate of South korea 2003 ranked very low. The aggressively acted the government's birth control policy lost it's original position and became and old, flawful compass. The Catholic's opinion that any law of any economic needs can not be more important than the noble merits of human life, but the plans acted out on economic theories brought on a completely different state. As a result this states that the knowledge of human dignity and the consideration of values should be considered before any problem is solved.
